NPG is redistributing here an article by Lindsey Grant titled Two White Hats that first appeared in a 2006 publication by the Social Contract titled The Ethics of Immigration Policy.  We do so in order to forestall a question that may be raised about his latest NPG Forum paper, The Great Silence:  U.S. Population Policy.

The question addressed is whether it is immoral to recommend limiting immigration to the U.S. without considering the needs of the immigrants themselves.
